La Citroën C4 est présentée au Mondial de l’automobile de Paris en octobre 1928.
Elle sera produite à 121 000 exemplaires jusqu’en 1932.
Elle correspond à une évolution des modèles précédents B12, B14 et B15.
Sa silhouette est modernisée, elle gagne en confort et sa tenue de route est améliorée.
La puissance du moteur est accrue de 40 %, pour une vitesse maximale dépassant les 90 km/h.
Elle est fabriquée de la même manière que les B14, le bloc cylindres carter en fonte est coulé d’une pièce, avec un vilebrequin à trois paliers graissé sous pression. Le carter de la boite de vitesse est également en fonte et non plus en aluminium.
Une pompe à eau et un ventilateur sur le radiateur améliorent le refroidissement.
L’allumage à magnéto est lui aussi modernisé par un système de Delco à batterie et bobine.
