The car description indicates that the car was prepared to FIA standard in 2000 but hasn't been used much since and was in storage for over 20 years. It was recently recommissioned to facilitate a registration transfer, but it's mentioned that it's 'a long way from being circuit ready'. There is recommissioning and safety related equipment checks needed. There is an MOT, but the car isn't in top mechanical condition for racing, indicating moderate wear and the need for some reconditioning.
