Successeur de la FIAT 1100 T, le type 238 fut introduit en 1967 et offert en plusieurs versions – fourgonnette, camionnette, châssis cabine, minibus et ambulance – avec des moteurs de 1,197 ou 1,438 cm3.
La vitesse maximale était de 105 km/h environ.
